Jamal Khashoggi - Murder in the Saudi Consulate

Was the assassination of Khashoggi an international crime planned by the Saudi state, Or was it just a crime that occurred accidentally by officials who misbehaved? And why was Jamal representing such a threat to the Saudi state and thus they wanted to get rid of him?
