Parts of Scotland take a battering as the tail-end of Hurricane Katia arrives. Severe weather warnings remain in place while gusts of up to 72 mile per hour have been recorded in and around Glasgow. Far reaching reforms to Britain's banks have been put forward by a Government appointed commisssion. It will mean the Royal Bank of Scotland and other UK-based banks will have to separate their high street operations from the high-risk investment banking, which is widely blamed for the international financial crisis. The Chief Constable of Strathclyde, Stephen House, has lost out to Bernard Hogan-Howe as the new Commissioner of the Metropolitan Police. Mr House said he was disappointed but is committed to his current position, and to being fully engaged in the process of establishing the new Scottish Police Service. Detectives have traced a man and the occupants of a car caught on CCTV on the morning three people were murdered in a house fire in Helensburgh. Thomas Sharkey and his two children Thomas Junior and Bridget died in the arson attack in July. Teachers are to be balloted on strike action over proposed changes to pensions. Scotland's largest teaching union says the move would see teachers pay more for pension contributions, but receive less in retirement. The EIS is urging members to vote in favour of a strike. The Scottish Government is to donate up to one and a half million pounds to this year's STV Appeal. Ministers say they'll match what the public raises for the charity, which is supporting efforts to eradicate child poverty. In sport, Scott Brown reckons he'll be fit for this weekend's old firm derby, but believes Celtic's Europa league match against Atletico Madrid could come to soon for him. The Parkhead skipper has been troubled with an ankle injury which ruled him out of Saturday's home game against Motherwell. Meanwhile Craig Thomson has been appointed as referee for the game at Ibrox. Rugby news and Andy Robinson has rung the changes following Scotland's nervy World Cup win over Romania. Only FOUR players who started Saturday's match - Sean Lamont, Kelly Brown, Max evans and Allan jacobsen - have kept their places for the against Georgia on Wednesday.
